It's a difficult call, but at the end of the day someone has died and someone will probably have life changing injuries. Yes it may be a pure accident or it may be someone was clearly to blame.
If it was a member of my family that died as a result of someones actions outside a pub, I would want the investigation to cover every possible angle. Likewise, if a member of my family died on the road and someone was clearly to blame, I'd want them to do a similar investigation.
Diversions are set up, HGV's are being stacked, people will be late.... when you consider someone has lost a father/brother/son/whatever complaining about being a tad late always gets me as somewhat selfish....

Normally....? What is a 'normal' fatal for you...? I can't think of two accidents (or collisions as we are meant to call them) that have been the same.
